Giving young people a seat at the table
In November 2025, 17-year-old Alana Kassie stood in the House of Commons Chamber and spoke on behalf of Montserrat and the UK Overseas Territories at the annual UK Youth Parliament sitting — the youngest person in Montserrat’s history to have previously served as Leader of the Opposition in the National Youth Parliament.
Alongside more than 300 Members of Youth Parliament from across the United Kingdom, British Overseas Territories and Crown Dependencies, Alana delivered a two-minute speech calling for greater access to digital learning, simplified student funding, and shared apprenticeship schemes for young people in the Territories.

Practise the actual procedures of the Legislative Assembly — motions, order of business, points of order, and voting.

Understand how government works and how citizens — especially young people — can advocate effectively for their communities.

AI for Youth Leaders
Exploring how emerging technology can be a tool for civic leadership, community organising, and youth advocacy in the modern era.

Eastern Caribbean Youth Parliament Network
Connecting Montserrat’s Youth Parliament with the broader ECYPN and youth parliaments across the Commonwealth and Caribbean region.

Eligibility
Who can participate
The Youth Parliament is open to all eligible young Montserratians — whether you want to debate on the floor or contribute in a supporting role.
Age Range
15 to 29
Open to young people across that range, whether in school, at university, working, or pursuing your own path.
Residency
Citizens and Permanent Residents
You must be a citizen or permanent resident of Montserrat to take part.
How to Participate
Two Ways to Join
As a Youth Parliamentarian on the floor, or in a supporting capacity; both roles are valued and make the programme work.
