Expressions of Interest – Integrity Commission

OVERVIEW

Expressions of Interest are invited from suitably qualified individuals who wish to be considered for appointment to the Integrity Commission, established under Section 4 of the Integrity in Public Office Act.

The Integrity Commission plays a central role in safeguarding probity, accountability, and integrity in public life, and is mandated to receive and examine declarations of financial affairs, investigate allegations of corruption, and uphold the standards set out in the Act.

BACKGROUND

The Integrity Commission comprises a Chairman and two members, appointed by the Governor after consultation with the Speaker of the Legislative Assembly. The Commission is not subject to the direction or control of any person or authority, in the exercise of its functions.

Its core functions include:

  • Receiving, examining, and retaining declarations of income, assets and liabilities filed by persons in public life.
  • Conducting inquiries to verify the accuracy of declarations.
  • Investigating allegations of bribery, corruption, or non‑compliance with the Act.
  • Performing any other functions assigned under the Act.

Members of the Commission will be required to:

  • Attend Commission meetings and participate in decision‑making.
  • Uphold the confidentiality obligations set out in Sections 20 and 21.

QUALIFICATIONS AND EXPERIENCE

In accordance with Section 4(2) of the Act:

At least one member of the Commission must be an attorney‑at‑law or a chartered accountant with not less than fifteen (15) years’ standing.

All applicants must:

  • Be persons of high public standing with a reputation for personal integrity (Section 4(3)).
  • Demonstrate sound judgment, discretion, and the ability to handle confidential information.
  • Experience in governance, law, finance, ethics, public administration, or related fields would be an asset.

Interested persons are asked to note that in accordance with Section 5 of the Act, a person shall not be appointed to the Commission if he or she:

  • Is a person in public life or is otherwise exercising a function in the public service.
  • Would be disqualified from being a member of the Legislative Assembly.
  • Has been a public officer within the last three (3) years.
  • Has held office in a political party within the last five (5) years.

APPLICATION: CONTENT AND DEADLINE

Suitably qualified and experienced persons who wish to serve on the Complaints Commission are invited to submit:

  • A Curriculum Vitae (CV)
  • A Personal Statement (Cover Letter) explaining how they meet the above criteria of qualifications/experience
  • At least one reference in support of the application.
  • A declaration confirming that none of the disqualifying conditions under Section 5 apply.
