The Government
The functions of the Government are to govern, decide on the policy agenda, administer the current laws and propose new ones. They develop revenue and expenditure measures, which must then be approved by the Legislative Assembly. The Legislative Assembly also plays an important role in facilitating the implementation of many of Government’s policies, through the passage of appropriate legislation.

The Opposition
The Opposition plays a very important role in the Legislative Assembly. It is their duty to hold the Government of the day accountable by asking questions, scrutinising policies and new legislation, engaging in debates, assisting with committee work, among other things. The Legislative Assembly is more effective once the Opposition does its work.

Speaker of the House
The Speaker of the House is the highest office to which a member may be elected by the House. The first task of the members of a newly elected Parliament, when they assemble following the general election, is to elect someone to the Office of Speaker. The Speaker must act as a referee and rule according to the orders set out in the Standing Orders of the Montserrat Legislative Assembly.

Ex-Officio Members
Section 48 (1) of the Montserrat Constitution Order 2010 provides for two ex officio members, namely the Attorney General and the Financial Secretary. In general terms, these members have all of the rights to vote, debate and contribute to discussions as do other members.
